The County Board of Commissioners met in the Commissioners' 

Room at 1:00 p.m. Present were Chairperson Leon Tacheny, 

Commissioner Lin Barnes, Commissioner Al Bennett, Commissioner 

Alvis More, County Attorney Ross Arneson and County Administrator 

David Twa.



Commissioner Bennett moved and Commissioner More seconded 

the motion to approve the amended Agenda. The motion carried.

The Commissioners reported on committees that they have 

attended since the last Board Meeting.



Mr. Al Forsberg, Public Works Director, presented the 

following bids for the Boards consideration. 



Pursuant to publication, bids were received, opened and 

reviewed for the following Public Works equipment, with the 

following results:

Commissioner Bennett moved and Commissioner Barnes seconded 

the motion to reject all bids and award the bid under the state 

contract to Boyer Ford, Minneapolis, MN in the amount of

Commissioner Barnes moved and Commissioner Bennett seconded 

the motion to approve the following:



PROPOSED LANTZ SUBDIVISION LAND SALE



Authorizes the Blue Earth County Engineer to advertise 

for sale excess right of way adjacent to CSAH 9 and the 

proposed Lantz Subdivision near Lake Crystal. All 

costs of selling and recording the parcel would be paid 

by purchaser.

Commissioner Bennett moved and Commissioner Barnes seconded 

the motion to approve the following land exchange: 



LAND EXCHANGE FOR RED JACKET TRAIL

BLUE EARTH COUNTY AND SANDONS



Authorizes the Blue Earth County Board Chair and 

Administrator to sign a deed for approximately 2.88 

acres of land adjacent to the Red Jacket Trail just 

south of TH 66 currently owned by Blue Earth county in 

exchange for approximately 2.88 acres of land also 

adjacent to the Trail owned by Rebecca Sandon.

Commissioner Barnes moved and Commissioner More seconded the 

motion to approve the following:



RESOLUTION AUTHORIZING

APPLICATION FOR ISTEA

ROAD, BRIDGE AND ENHANCEMENT FUNDING



Whereas, the Federal Intermodal Surface Transportation 

Act (ISTEA) makes funds available for road, bridge and 

transportation enhancement projects, and 



Whereas, the following projects would benefit the 

public and provide improved transportation and 

recreation opportunities for the County's citizens, 



Therefore Be It Resolved, The Blue Earth County Engineer is 

authorized to submit ISTEA funding applications for the 

following road, bridge and enhancement projects: 



a. CSAH 20 from TH 60 to TH 68. Shoulder and 

curve improvements, estimated total cost 

$875,000.



b. CSAH 33 bridge at the Blue Earth River. 

Bridge rehabilitation and widening, estimated 

total cost $850,000.



c. CSAH 53 bridge over Bull Run Creek south of 

Pemberton. Bridge replacement, estimated 

total cost $220,000.



d. CR 158 bridge over Big Cobb River. Bridge 

replacement, estimated total cost of

$213,000.



e. CSAH 10 bridge over stream 1/2 mile east of 

Vernon Center. Bridge replacement, estimated 

total cost of $240,000.



f. Prince Street bridge Lake Crystal. Bridge 

replacement, estimated total cost of

$105,000.



g. Minneopa Trail from TH 60/169 Blue Earth 

River bridge to Minneopa Park at future South 

Route termini. Pedestrian/bicycle trail, 

estimated total cost of $350,000.

the motion to approve the following:



BLUE EARTH COUNTY

RESOLUTION SUPPORTING THE

NORTH MINNESOTA RIVER TRAIL



Whereas, the Federal Intermodal Surface Transportation 

Act (ISTEA) makes funds available for the development 

of Transportation Enhancement projects, and 



Whereas, the development of the North Minnesota River 

Trail from the Mankato Depot to the Sakatah Trail would 

provide enhanced transportation and recreation 

opportunities for Blue Earth County citizens; 



Therefore Be It Resolved, the Blue Earth County Board 

supports the City of Mankato in its application for 

ISTEA funds for this valuable project.

Commissioner Barnes moved and Commissioner Bennett seconded 

the motion to approve the following:



BLUE EARTH COUNTY

RESOLUTION SUPPORTING THE RELOCATION

OF THE HUNGRY HOLLOW BRIDGE

TO SERVE AS A PEDESTRIAN BRIDGE

ACROSS STADIUM ROAD AT MSU



Whereas, the Federal Intermodal Surface Transportation 

Act makes funds available for the development of 

Transportation Enhancement projects, and 



Whereas, the relocation and development of the Hungry 

Hollow Bridge as a pedestrian bridge over Stadium Road 

at Mankato State University would contribute to the 

safety of pedestrians, improve the flow of traffic, 

preserve an historic structure and provide a point of 

aesthetic interest for the campus,



Now Therefore Be It Resolved, the Blue Earth County 

Board supports Mankato State University in its 

application for ISTEA funds for this valuable project.

the motion to approve the November 21, 1995 Board Minutes. The

the motion to approve the following Personnel items: 



Employment of Peggy Schull, as a Word Processing 

Operator II (B21) with a starting salary of $9.17 per 

hour effective December 6, 1995. (Word Processing) 



Extension of probation for Abu Kamara, Custody Officer 

(On-Call) (B23), from December 16, 1995 to January 15, 

1996. (Sheriff)

Commissioner More moved and Commissioner Bennett seconded 

the motion to approve a Renewal of Liquor License to KJS of 

Mapleton Inc. d/b/a Windmill Bar & Lounge, Hwy 22 North, 

Mapleton, MN. The motion carried. 95-400 



Commissioner Bennett moved and Commissioner Barnes seconded 

the motion to approve the Minnesota Valley Action Council's Blue 

Earth County Housing Rehab Report. The motion carried. 95-401 



Commissioner Barnes moved and Commissioner Bennett seconded 

the motion to reappoint Ms. Patricia Woodruff, Mapleton; Dr. 

David Pence, Mankato, Mr. Mike Cornish, Vernon Center, and Mr. 

Dan Sargent, Mankato, to the Environmental Services Advisory 

Committee and reappoint Mr. Claire Faust, Mankato as Chairperson 

and Mr. Paul Schuster, Mankato, as Vice-Chairperson. The motion

Commissioner Barnes moved and Commissioner Bennett seconded 

the motion to appoint Ms. Wanda Winch, Mankato, to the Recycling 

Education Committee to complete the term ending December 31, 1996 

vacated by Ms. Lisa Cownie, and reappoint Mr. Michael Laven, 

Mankato as Chairperson and appoint Ms. Dawn Ulrich, Mankato, as 

Vice-Chairperson of that committee. The motion carried. 95-403 



Commissioner More moved and Commissioner Bennett seconded 

the motion to reappoint Ms. Marcella Glamm, Janesville; Mr. Keith 

Thurston, Madelia; Commissioner Alvis More and Commissioner Al 

Bennett to the Extension Committee. The motion carried. 95-404 



Commissioner Bennett moved and Commissioner More seconded 

the motion to reappoint Ms. Sandra Hooker, Medo Township 

Supervisor; Mr. John Preston, Landowner; Commissioner Alvis More 

and Commissioner Al Bennett to the Noxious Weed Appeal Committee.

Commissioner Barnes moved and Commissioner Bennett seconded 

the motion to approve the County Attorney's Budget with the 

following additions:



Reclassification of Doug Sinclair, Chief Assistant 

County Attorney, from D61 to D63 with a salary 

adjustment from $24.04 to $26.04 per hour effective 

January 1, 1996.



Add an additional Assistant County Attorney at the C52 

range with a starting salary of $17.47 per hour. 



Add an additional Clerical Specialist 1 at the B21 

range with a starting salary of $9.35 per hour.

Commissioner Bennett moved and Commissioner More seconded 

the motion to approve the Sheriff's Budget with the following 

recommendations:



Retain the Chief Deputy position.



Additional salary adjustments for Sheriff Brad Peterson 

from $24.06 to $27.23 per hour effective January 1, 

1996.



Additional salary adjustment for Chief Deputy Bob Smith 

from $22.79 to $23.94 per hour effective January 1, 

1996.



Additional full time Custody Officer at the B23 range 

with a starting salary of $10.53 per hour as of January 

1, 1996.



Replace Mary Wiebold's Deputy position at the C42 range 

with a starting salary of $14.06 per hour as of January 

1, 1996.



Reclassification of Randy Walker, Jail Administrator, 

from B31 to C41 with a salary adjustment of $13.45 to 

$14.55 per hour effective January 1, 1996.

the motion to approve salary increases of two percent (2%) 

effective January 1, 1996 (Plus any appropriate step movement) 

for nonunion, and supervisory personnel and also for the 

following County Officials:

Commissioner More moved and Commissioner Bennett seconded 

the motion to increase the Beaver trapping fee to $40.00 and keep 

the Gopher bounties the same at $1.00 for Pocket Gophers and $.50 

for Striped Gophers. The motion carried. 95-409 



Commissioner Barnes moved and Commissioner Bennett seconded 

the motion to approve the following resolution: 



RESOLUTION

SUPPORTING THE CITY OF MANKATO'S PROPOSAL 

TO USE SURPLUS SALES TAX PROCEEDS

TO SUPPORT THE MANKATO AIRPORT



WHEREAS, the Blue Earth County Board recognizes the 

Mankato Airport as an important economic asset of the 

entire region, and



WHEREAS, there are significant capital improvements 

necessary to maintain the Airport as a viable entity, 

and



WHEREAS, the City of Mankato has proposed that surplus 

sales tax proceeds not necessary for the Mankato Civic 

Center be used towards the costs of capital 

improvements and operational expenses at the Airport, 



NOW, THEREFORE, IT IS HEREBY RESOLVED, that the County 

Board hereby supports the City of Mankato's proposal 

that surplus sales tax proceeds not necessary for the 

Mankato Civic Center be used towards the costs of 

capital improvements and operational expenses at the 

Airport, and requests that the public support the 

proposal at the referendum to be held on February 13, 

1996, and that the Legislature modify the existing law 

to allow the City of Mankato to use the sales tax 

proceeds towards the Airport operations and capital 

projects.

the motion to raise Huber Fees from $6.00 a day to $10.00 a day.

Commissioner More moved and Commissioner Barnes seconded 

the motion to make the following change to the current personnel 

policy (change is bold and underlined):



ARTICLE X. LEAVES OF ABSENCE 10.1 A-3

Employees may accumulate vacation time up to 280 hours, 

but no more than 200 hours may be taken at one time 

without the prior approval of the department head. 

Employees shall not be allowed to take vacation until 

after it has been earned. Employees not subject to a 

collective bargaining agreement may exceed the 280-hour 

limitation but may not carry more than 280 hours into 

the succeeding year. The County Administrator or 

Deputy County Administrator are not subject to the 280- 

hour limitation on hours that may be carried into 

succeeding years.

The meeting recessed at 4:22 p.m. until the Truth In 

Taxation Public Hearing at 6:00 p.m.



Pursuant to Publication, a Truth In Taxation Public Hearing 

was held at 6:00 p.m., December 12, 1995, Courthouse Boardroom, 

Mankato, Minnesota.



Chairperson Leon Tacheny welcomed all those attending. Mr. 

David Twa, County Administrator, and Mr. Jerry Books, Finance 

Director, presented the 1996 Blue Earth County Budget as required 

by M.S. 275.065.



Chairperson Tacheny opened the meeting for public comments. 

Those speaking were: Mr. Ken Bunde, Mankato; Mr. Dennis Haefner, 

Madison Lake; Mr. Gus Johnson, Mankato; Ms. Leona Schalow, 

Mankato; Mr. Dave Wortel, Mankato; Mr. Robert Winkler, Eagle 

Lake and Mr. Ken Hoffman, Mankato.



Chairperson Leon Tacheny closed the public hearing at 7:40 

p.m.



Commissioner Barnes moved and Commissioner Bennett seconded 

the motion to approve the following Proclamation: 



WHEREAS competitive sports is helpful in teaching the 

principles of sportsmanship and fair play thereby 

contributing to better citizenship; and



The Bethany Lutheran College Volleyball Team has won 

their third straight Minnesota Community College 

Conference State Championship and Region XIII Crown and 

placed 13th in the National Junior college Athletic 

Association National Tournament in Miami, Florida. 



The citizens of Blue Earth County wish to congratulate 

and recognize these exciting accomplishments; and 



It is appropriate to designate Monday, December 18, 

1995, as



"BETHANY LUTHERAN COLLEGE VOLLEYBALL TEAM DAY!" 



Now, Therefore, Be It Resolved, by the Blue Earth 

County Board of Commissioners that the Bethany Lutheran 

College Volleyball Team be congratulated on behalf of 

the entire County of Blue Earth on their outstanding 

athletic accomplishments!



Be it further resolved, that Monday, December 18, 1995 

is hereby proclaimed



"BETHANY LUTHERAN COLLEGE VOLLEYBALL TEAM DAY!"
