OFFICIAL PROCEEDINGS OF THE BOARD OF COMMISSIONERS
BLUE EARTH COUNTY, MINNESOTA


February 3, 1998



The County Board of Commissioners met in the Commissioners' Room at 9:00 a.m. Present were Chairperson Alvis More, Commissioner Leon Tacheny, Commissioner Colleen Landkamer, Commissioner Al Bennett, Commissioner Lin Barnes, County Attorney Ross Arneson and County Administrator David Twa.

1. AGENDA REVIEW
Commissioner Bennett moved and Commissioner Landkamer seconded the motion to approve the amended Agenda to include setting a preliminary hearing for Judicial Ditch #7. The motion carried. 98-48

2. COMMISSIONERS’ REPORTS ON COMMITTEES
The Commissioners reported on committees that they have attended since the last Board Meeting.

4. PUBLIC WORKS
Mr. Al Forsberg, Public Works Director, presented the following items for the Boards consideration.
Mr. Vernon Carstensen, Jakes’s Stadium Pizza and Mr. Jay Pappas, Maggies, expressed concerns with the Stadium Road project and the acquisition of land to provide for a right turn lane from Monks Avenue to Stadium Road.
Pursuant to publication, bids were received, opened and reviewed for the following Public Works Projects, with the following results.
PROJECT: One (1) One-Ton 4 x 4 Truck
BIDDER: AMOUNT OF BID:
Clements Auto, Mankato, MN $25,600.00
Mankato Ford Family, Mankato, MN $26,518.00
Lagers, Mankato, MN $24,750.00
Kroubetz Ford Inc., Lake Crystal, MN $28,842.40

Commissioner Tacheny moved and Commissioner Bennett seconded the motion to accept the low bid of $24,750.00 from Lagers, Mankato, MN. The motion carried. 98-49
Commissioner Bennett moved and Commissioner Barnes seconded the motion to approve the final payment to Midwest Contracting for the Vernon Center Township Bridge Replacement Projects:
WHEREAS; Contract No. 97025 (1297759932) has in all things been completed, and the County Board being fully advised in the premises,

NOW THEN BE IT RESOLVED; that we do hereby accept said completed project for and in behalf of the County of Blue Earth and authorize final payment as specified herein. ($4,483.52)

5. U.S. FISH AND WILDLIFE
KENNETH ZIEGLER PROPERTY


Mr. Steve Durkee, Senior Realty Specialist; Mr. Tom Kerr, Minnesota Valley National Wildlife Refuge and Mr. Kenneth Ziegler, presented the following item for the Boards consideration.
Commissioner Bennett moved and Commissioner Barnes seconded the motion to certify the acquisition:

CERTIFICATION OF THE
COUNTY BOARD OF COMMISSIONERS


In accordance with a Procedural Agreement between the Minnesota Department of Natural Resources and the U.S. Fish and Wildlife Services, dated May 23, 1962, certification by the County Board of Commissioners for acquisition of lands by the U.S. Fish and Wildlife Service is requested.

Representatives of the U.S. Fish and Wildlife Service met with the Board of Commissioners of Blue Earth County, State of Minnesota, on February 3, 1998, and informed the Commissioners that a purchase agreement has been secured from Kenneth Earl Ziegler and Betty Ziegler, husband and wife, of Mankato, Minnesota, on the following-described lands:

T. 106 N., R. 26 W., 5th P.M.
Section 34, N-1/2NE-1/4 less the West 660 feet and less the East 50 feet.

3. ADMINISTRATIVE SERVICES
Mr. David Twa, County Administrator, presented the following items for the Boards consideration.
Commissioner Landkamer moved and Commissioner Barnes seconded the motion to approve the January 20, 1998 Board Minutes. The motion carried. 98-52


Commissioner Landkamer moved and Commissioner Bennett seconded the motion to approve the following Bills:
Bills for Week of January 26-30, 1998
Grand Total $3,769,862.55
Bills for Week of February 2-6, 1998
Grand Total $2,872,984.48

Commissioner Landkamer moved and Commissioner Bennett seconded the motion to approve the following Personnel items:
Approval of amendment to Article XI, Section 11.8 to the Blue Earth County Personnel Rules concerning Insurance.

Promotion of Chad Wilde from Light Equipment Operator (B21) to Medium Equipment Operator (B22) with a salary adjustment from $10.97 to $11.22 per hour effective February 15, 1998. (Highway)

Authorization to initiate recruitment for a Light Equipment Operator (B21). (Highway)

Mr. John Huettl, Mankato, expressed concerns on the proposed Victory Drive Project and what results it may have on Ivy Lane Subdivision.
Commissioner Bennett moved and Commissioner Barnes seconded the motion to set a preliminary hearing for Judicial Ditch #7 on March 9, 1998 at 1:00 p.m. in the Boardroom, Courthouse. The motion carried. 98-55
Commissioner Landkamer moved and Commissioner Bennett seconded the motion to adjourn at 10:48 a.m. for the Highway Planning Workshop at the Highway Department. The motion carried. 98-56
